2 sourcesEU member states gave a positive opinion on 14 October 2026 to the European Commission's EU4Health work programme for 2026, which carries a budget of EUR 680 million 1. The Commission says the money will back its public health priorities, naming the Safe Hearts Plan, the Critical Medicines Act and the European Health Data Space (EHDS) 1.
What was agreed
The Commission groups the 2026 spending into five strands 1:
- crisis preparedness
- health promotion and disease prevention
- health systems and the healthcare workforce
- digital health
- non-communicable diseases
Funding reaches national authorities, health organisations, NGOs and other bodies in two ways, through grants and through public procurement 1. The European Health and Digital Executive Agency (HaDEA) handles the vast majority of the EU4Health budget and runs the programme day to day by managing the calls for proposals and the tenders 1.
The vote came a day after the Commission opened applications for a new EHDS Stakeholder Forum 2. That forum is for organisations and public entities other than member state authorities, and its job is to share views and experience on putting the EHDS into practice 2. Alongside it, the Commission launched an EHDS Stakeholder Community on the EU Health Policy Platform, open to organisations and individuals who work with health data across Europe 2.
What it means for the market
For health-tech suppliers selling into European health systems, the practical point is that EU4Health money moves partly through procurement, not only through grants 1. Companies that build data, interoperability or digital health products for public bodies will find the openings in HaDEA's calls and tenders, since the agency manages most of the budget 1. Digital health is a named strand in its own right, and the EHDS is listed among the priorities the programme is meant to fund 1.
The EHDS forum gives vendors, provider groups and other non-state organisations a formal channel into how the data space is implemented 2. Membership is by application, so organisations that want a voice on implementation have to put themselves forward 2. The wider community is a lighter option, offering updates, resources and peer discussion rather than a seat at the table 2.
Several things that matter to bidders are not yet public. The Commission's statement does not say how the EUR 680 million divides between the five strands, how much goes to digital health or the EHDS specifically, or when individual calls and tenders will open 1. It also does not give the forum's size, its selection criteria or a closing date for applications 2.
Caveats
The positive opinion is not the final step. The work programme still has to be formally adopted by the Commission 1. Until then the budget and its priorities remain a plan agreed with member states rather than money available to bid for. The Commission says implementation will start shortly after adoption, without giving a date 1.
